PENUEL TANIO, a native of Candoni, Negros Occidental, asked this when he shared with CANA photos and sketches of the allegedly completed local roads and drainage project in his town worth PhP 2 million.

The Candoni LGU in 2011 received PhP 1 million from the Performance Challenge Fund (PCF) of the Department of the Interior and Local Government (DILG) to support the project. The PCF is DILG’s incentive fund to LGUs in the form of counterpart funding to “high-impact capital investment projects” such as roads, bridges, irrigation system and tourism facilities.

In its 55th regular session on July 18, 2011, the municipal council released PhP 1 million as counterpart in the project which will supposedly consist of the “improvement of road shoulders, construction of concreted drainage canals of Rufino delos Santos Street, Q.G. Manzano Street, S.N. Pajarillo Street, and construction of blind drainage along these municipal streets surrounding the public market.”

Tanio has brought the issue to DILG Secretary Mar Roxas. In July, the DILG has sent engineers to check on the allegedly finished project.
